form tag appears empty

I have a form with some controls inside it.. when I load the page and see the source code, the form is correctly there, but, by using firebug, this is shown:

AFTER----

As you see, the form tag appears empty. The correct is that inside form tag is the UL, the TABLE and the HIDDEN fields.
