The persona selection window says rollover to see, click to load. I roll the mouse over a choice, nothing happens. why not?

That requires JavaScript to be enabled, the setting to check is on the Settings for web content, pop-ups, fonts, and languages. If you use an add-on such as NoScript to block JavaScript, make sure that you set it to allow JavaScript on the Personas site.
Previewing a persona only works on sites that are whitelisted via an allow exception.
Tools > Options > Security : "Warn me when sites try to install add-ons": Exceptions
Make sure that you do not use Delete browsing, search and download history on Firefox to clear the 'Site Preferences'.
