Updated to 4.0 and lost everything. Went back to 3.6 but lost bookmarks in browser. I have the bookmark.json file but unable to import.

Launched Firefox today and the pop-up indicated the new 4.0 is available. Clicked to download and install and message indicated a newer one was already there however I was running 3.6.something and restarted computer. I didn't see the circle with the line thru it indicating it was not usable. I attempted to uninstall everything connected to Mozilla/Firefox including 4.0 and then reinstalled 3.6. To make the long story short(er) I have the file "bookmarks-2011-03-23.json" but unable to import into Firefox Bookmarks.

You need to restore a JSON backup.

Did you try to delete places.sqlite to make Firefox rebuild the bookmarks from a JSON backup in the bookmarkbackups folder?
