13.0.1 is unresponsive for 3 out of 90 end-users in the last week.
No amount of profile resetting, extension removing, app updating seems to change that these few end users hang within seconds after launch. - I've been able to set "about:blank" to home on one, it still hung.
Reverting to 3.6.28, they are able to continue. Using ANY other browser they see no issues and no lag/hang in any other apps.

Not sure where you get those statistics from although for instance maybe some users are having problems due to Flash 11.3 use. See
And in order to help us get proper results and spot problems, it will help if you turn on telemetry allow us to collect information see
