Firefox opens last session and tabs regardless of settings.

For the last month or so I have been having this problem along with others. Kept getting a popup to set my search engine, which I did multiple times to no avail. This issue has went away. Tab issue remains.

No matter what setting I use it opens the previous session. I have Tab Mix Plus 0.4.1.8 so I disabled that and verified the settings in FF to open to my Home Page. No good, still opens the previous session.

This hasn't been a problem with Tab Mix Plus in the years I have used it. Just the same, I removed it from the add-ons. Went to FF Options and set to start with Home Page and restarted FF but still opens previous session.

Including a snap shot of enabled Add-Ons.

Your System Details list shows that you have a user.js file in the profile folder to initialize prefs each time Firefox starts. The user.js file will only be present if you or other software has created this file and normally won't be present.

You can check if you have a user.js file in the Firefox profile folder that sets the browser.sessionstore.resume_session_once pref to true.

You can check its content with a plain text editor (right-click: "Open with"; do not double-click). The user.js file is read each time Firefox is started and initializes preferences to the value specified in this file, so preferences set via user.js can only be changed temporarily for the current session.

You can delete the user.js file if you didn't create this file yourself.

You can use this button to go to the current Firefox profile folder:

Windows hides some file extensions by default. Among them .html and .ini and .js and .txt, so you may only see a file name User without file extension. You can check the actual file type (file extension) in the properties of the file via the right-click context menu in Windows Explorer.

Not sure where that user.js file came from. Had 2 lines and 1 was for yahoo. Never go there but every now and then. Edited the file to false and my problem has been resolved. Deleted the file after confirming it worked.
