Firefox 46.0 on Ubuntu 14.04, installed today, breaks vertical scrolling of websites

On multiple websites I've visited so far today, clicking in the vertical scroll bar below or above the scrolling blob results in going to the bottom or top of the web page, instead of going down or up one page. Worse, clicking on the scrolling arrows does the same thing; this used to be usable for fine control of vertical scrolling. The only way to view the middle of the page appears to be manipulating the scrolling blob itself. On my laptop (a Dell Latitude), that has a significantly higher time cost than simply clicking in the scroll bar, especially when reading long pages, and I'm in the middle of a project that has me reading hundreds of long pages.

If it was urgent to install "top" and "bottom" buttons in the program, I don't see what made it necessary to eliminate two other useful functions so as to install it twice. (Frankly, I don't see why either had to be eliminated; there's room for added complexity in the vertical scroll bar.)

If this isn't fixed soon, I'll have to look into changing browsers. Yes, it's important to me, and I should think to lots of other users.

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac=Options)
key, and then starting Firefox. Is the problem still there?
