Mozilla is highly regarded safe browser in Indian govt sites .But unfortunately for the GST which is uniform tax through out the India using digital certificate is mandatory the em-signer tool needed to sign the digital certificate which is on port 1585 ..

The add exception certificate is not permanently stored . This is govt site and the security is assured by Govt of India but why Mozilla is not considering this as the safe site and not accepting the em signer I am not understanding .

Due to this millions and millions users are not accepting Mozilla as their browser though it is most safe . see how you can have dedicated customer care for India so that your users would multiply like any thing . Half of the whole world population of internet users are in India So concentrate on this and also keep the donation option in Rupees Indian currency .

You can always install the root certificate yourself in the Firefox Certificate Manager to be able to connect to these websites in cases where Firefox doesn't have these root certificates builtin. If it works in another browser then you can inspect the certificate chain and export to root certificate and possibly intermediate certificates and import these in Firefox. Otherwise you need to search on internet for the certificate or try a certificate checking website.

Can you post a link to a publicly accessible page (i.e. no authentication or signing on required) that uses a secure connection?

I can't access this website at the moment if that is the website you mean:
