I go to Options, Firefox Account, Manage Account, Secondary Account: none displayed; enter a Secondary Account and get "Account Already Exists", but no display.
Firefox account has the user email hacked. I want to change the address, but keep the existing emails, contacts, etc. Firefox info is that I can add a Secondary Account, then use their "Make Primary"feature. I go thru Options, Firefox Account, Manage Account and the Secondary Account doesn't display any. When I enter a secondary account address, I get "Account Already Exists" message, but no display.

Hi DJMcKinney.
Seems like there is already an account created with the same email address address you want to add as your secondary. Can that be the situation?
Turns out that was the problem, so I deleted that account and successfully re-entered it as the Secondary Account. However, my Manage Account won't display the "Make Primary" option, so I can't change it to Primary.
From what I know changing primary address is not enabled globally yet. According to Change the primary email address on your Mozilla account, you have to visit https://accounts.firefox.com/settings?canChangeEmail=true to see the option there.
