Why does Firefox back up my bookmarks as a .json file, but it can't restore .json files?

I downloaded my activity from Google/Youtube, which has all my LIKED videos stored as a .json file, but I'm not able to restore it into Firefox's bookmarks. I backed up my current bookmarks and noticed that it created a .json file. Why would it do that? Aren't the files supposed to be .jsonlz4 instead?
