Firefox 62.0 will not start on 2nd monitor. It always starts on default monitor

With the latest firefox update, it will no longer start on my 2nd monitor. I have to drag it to my 2nd monitor. Why?

Let me update this. Firefox always starts in my "main display". I want it to start on my other monitor.

does it make a difference when you set browser.startup.blankWindow in about:config to false?
