Hi Craig, Waterfox is a ''third party'' evolution of Firefox 56 and its developers can make the change in their code base. If you pretty much never want to use Clear Downloads, you can use a custom style rule in a userChrome.css file to hide that item from where it appears on right-click context menus and drop-down menus.
