Redirect Notice : "The page you were on is trying to send you to" in 67.0.1 can't be turned off

I just upgraded to 67.0.1 and find that the redirect notice has appeared. In earlier versions it was controlled with:

     accessibility.blockautorefresh;        false

which is the default setting in 67.0.1, but I still get the blocking page...

Is there something else I need to do?

Sure... the more I use 67.0.1 I find that it is inconsistent... it does always happen in google maps, but not in all other panels. Here's one from there...

When I click on the map item, the detail box comes up (capture 2) and when I select the website link, I get the redirect notice page (capture 3).
