Cookies and Site Data Exceptions lost each Firefox update

At each update of Firefox, which seem to come more frequently, the list of Exceptions Allowed for Cookies and Site Data is erased. I have to rebuild the list after each update. "Delete cookies and site data when Firefox is closed" is set to Yes. I use "Manage Exceptions" for the sites not to delete. These are set to "Allow", which I understand to be permanent. Preservation of this list works fine between Firefox updates. Other aspects of personalization seem to be fine: Bookmarks, History, Screen Preferences, Shortcuts, etc.

What am I missing?

Sounds that you lose the Site Preferences for some reason. I can't think of a reason for this to happen only when you update Firefox.

Clearing "Site Preferences" clears exceptions for cookies, images, pop-up windows, and software installation and exceptions for passwords and other website specific data

cor-el: Yes, the behavior mimics clearing site data. But how do I prevent this from happening for the managed exceptions at each update?
