The Google Takeout file is an mbox file with a .mbox extension. Rename the file to remove the extension, then copy it to Mail/Local Folders in the profile, with TB closed. Help/More Troubleshooting, Profile Folder, Open Folder, to open the profile. When TB restarts, the folder should appear under Local Folders in the Folder Pane.
