Firefox on Windows 11 - Open File with Adobe is not keeping the file in temp

I just switched to Windows 11 and Firefox have a strange behaviour. Maybe also just firefox updates the behaviour like removing back action when clicking backspace some time ago. When a download of a PDF starts it is configured that it will ask me what to do. So in general I use open with Adobe PDF Viewer. This also works. But the file is anyway in my Download-Folder. I was used that it will be saved in the temp folder %USERPROFILE%\AppData\Local\Temp and then also deleted after a while. If I want a file saved for a longer time I save it explicitly to a location I want to have it.

Any idea what is wrong in the Windows 11 or Firefox (currently 98.0.1)

Version 98 changed all your "Always ask" choices in Applications to 'Save' so you need to change them back. Regardless of the choice, a file is now saved even if you only want to view it in an external application. that solves the issue so far. Would be great if there will be a setting in the GUI. It is really annyoing when my download folder get filled with files I just want to shortly read. The naming of the about:config settings improvment_to_download_panel also feels like it is not possible for a long time. Also I would not see it as improvment. It's more a step backward and makes my download folder way less organized.

Let's hope firefox somehow see the disadvantages and offer official support for the old way of download handling which was proven to work for nearly 20 years ;)
