Bookmarks reordering every few seconds

I have my bookmarks toolbar organized by folders. Within the folders, the bookmarks won't stay sorted. I can sort them in the library window, but a few seconds later, as I am watching, they resort themselves seemingly randomly. The same order is shown in the browser sidebar and the library window, and it continues to change every few seconds.

I use Firefox on both my Windows PC and my iPhone, I turned on syncing for a while but turning it off and restarting the browser does not stop this annoying behavior.

In addition, some bookmarks duplicate themselves and I end up with hundreds of the same bookmark. This behavior seems to have ceased when I turned of syncing, maybe this is a second problem?

How can I stop this and keep them sorted and synced, while avoiding the hundreds of duplicated bookmarks?

Update: I tried deleting all the duplicates, backing up bookmarks to a json file, and restored from that backup. Not only is the reordering problem not fixed, but now the duplication problem is back and I'm watching duplicates appear in my bookmarks sidebar every few seconds.
