Desktop passwords do not sync with Android.

I've searched and read several "fixes" for this problem, but they either don't make sense, are old, or don't work.

I have enabled sync on both devices. I have selected logins to be synced on both devices. I am not using primary password on either device. Still, I cannot get my passwords to show up in my android device.

Please help and keep it simple, because some of the answers elsewhere made no sense to me.

This issue is a copy of an exact same question from [https://support.mozilla.org/en-US/que.../1372174|here]. The solution choosen is not a solution but a hack, and I am still facing the issue of passwords not getting synced between desktop and my Android device.
