Missing 'On My Computer' Calendars

I've just upgraded from TB 91 to TB 115 and unfortunately all my 'local' calendars are missing and I cannot add them back either. By local I mean 'On My Computer'. There is no problem with my 'On The Network' calendars, both existing and new ones can be added. But when I click New Calendar > On My Computer > (fill in name) > Create Calendar... nothing happens... no new calendar appears.

I've noted that my local.sqlite file in my profile folder calendar-data is still present and unchanged since before my upgrade to TB 115. Somehow it is not being recognized by the calendar module. By examining the file I see that all my previously stored calendar data is still there but is not being accessed and nothing can be added either. Essentially the local calendar is now inaccessible.
