Firefox will only prompt to save tabs if there is more than 1 tab open. Is the a feature or an oversight?

When Multiple tabs are open and Firefox is closed it will prompt to save my tabs expected. However, when only 1 tab is open and Firefox is closed it will not promt to save that singular tab and it will be lost. Only one instance of Firefox was running while this was occuring.

Is this behavior intentional? If so, can Firefox be set up to always ask to save tabs?

This is a feature - Firefox asks about saving tabs only if multiple tabs are open. If you have one tab in a few windows, doing "File > Quit" should prompt to save your windows session.

You can set Firefox to restore previous session on each start in the options window - general panel, start-up section.
