cannot change settings in privacy tab

when I change any setting under the privacy tab it returns to: Use custom settings Permanent private browsing mode suggest history and bookmarks No matter what I change it always returns to the above choices every time firefox reopens. How can I select the settings I want permanently?

Choosing the "Use custom settings for history" setting doesn't make any changes to history and cookie settings.
If Firefox shows the "Use custom settings for history" setting then that is an indication that at least one of the history and cookie settings are not the default to make you aware that changes were made.
If all History settings are default then you see "Firefox will: (Never) Remember History" and the custom settings are hidden.

Looked for a way to restore privacy defaults but cannot find one. What am I missing?

Most history settings in Privacy > History are restored to the default if you select "Remember History"
