Looks like you're getting confused by Firefox's[https://support.mozilla.com/en-US/kb/Location%20bar%20autocomplete#w_what-is-switch-to-tab "switch to tab" feature] . You can finish typing the URL and hit <Enter> and you should get two tabs with the same page. Hope this helps.

It is all very well using key strokes to duplicate tabs but it has made Firefox very clunky compared with the previous right click choose and click. It would seem obvious and entirely logical to put all tab options with the right click tab menu.
