Touch scrolling results in selecting text

I first noticed this problem with FF7 after updating, certain websites (notably Gmail) will not scroll when using the touchscreen interface. I am using a Fujitsu T4410 Tablet PC with a Wacom 2-point multitouch display on Windows 7 64 bit.

Pages that are affected will work fine on first page load. Transferring to any other tabs/windows by any means on return will result in a sliding action on the touchscreen selecting text rather than scrolling. This behavior is repeatable in Safe Mode with all add-ons disabled.

Start Firefox in Diagnose Firefox issues using Troubleshoot Mode to check if one of the extensions or if hardware acceleration is causing the problem (switch to the DEFAULT theme: Firefox (Tools) > Add-ons > Appearance/Themes).

There is no difference in Safe Mode. Scrolling is as expected until changing to a different tab. Until a refresh of the page, scrolling on the touchscreen continues to select text. Edited primary post to reflect this.
