under tools-options-advanced-system defaults- check now button is not working (silent)

I beg to inform you that under tools menu there is options under options there is advanced tab, under advanced tab there is system defaults, in system defaults the check now button is not working (silent) .
I am using xp sp 2 operating system.
You are requested to do the needful in this regard.
