I've a request to forward photos to someone who uses their smart phone and I don't have the photos in a phone; only on my PC. Can I send the photos to that person's cell phone? They've given me their number. Thanks,

It's possible to send a text (SMS) to a phone through email (look up 'sms email gateway'), but I don't know if you can attach pictures this way, i.e. MMS. The simplest method would be for the recipient to create an email account on the phone. If they can't or won't do that, but they can access the web through a browser, I suppose you could upload the photos to one of the free file or photo hosting services and send them the links using the email-to-text method mentioned above.
