I have downloads to ask me where but it downloads to a specific location anyway?

I am using version 45.0.2. I have it set to ask me first where to download a file. It always just puts it in the downloads folder. How can I fix this?

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac=Options)
key, and then starting Firefox. Is the problem still there?

Type about:preferences#general<enter> in the address bar. Check the settings.

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.
