That cloud icon just means the app is associated with your Apple account, but is not installed on your device.

  • The icon [combination of cloud and arrow] means "tap here to download the app onto this device"
  • No, in order to install apps on an iPad, they need to installed using the app store, and you need an Apple account to use the app store.
