Why don't I see steadily the "Move to 'Junk' Again" when I click on a file? The same with other "Move to's"...

Why don't I see steadily the "Move to 'Junk' Again" when I click on a file? The same thing happens with other "Move to's" which appear randomly on similar lists. Right clicking brings up a very long list of varied things to do, so why not having ALL the "Move to's" on the same list? Each time I need to move something to junk, or inbox, or draft, etc. I'm forced to keep trying whether I can find it in the list Compose, or in some other pages... Thank you.

Thunderbird has a list of recently accessed folders. This is updated based on what you are doing, and includes mail moves undertaken by message filters. So move to again is the last folder that had mail moved to it. It will never be constant unless you only move mail to one single folder.
