When Clicking on Folder it only shows maybe 5 or so of the last used folders. I click on Choose to select a different folder and it only give me 3 options "Bookmarks Toolbar" "Bookmarks Menu" and "Other Bookmarks". None of which shows me a list of all the bookmark folders I already have to specify where to save it.

If you do not see that folder, go to the far right of the Folder line, and press the down arrow. You can also create a new folder.

Note that some folders might be collapses and that you need to look for a faint arrow or twisty at the far left of a folder to expand this folder.
