All videos start off stuttering and if I download them they slow almost to the point of freezing before going back to normal speed when the download is done.

The downloaded videos have the stuttering in the same places it did when I first watched them. Also when the slowing and stuttering occurs when I watch and download the video my mouse also slows and stutters. When I watch the downloaded video and it stutters the mouse works okay. This is really bothering me because every video I have saved since the stuttering started has the stutter in it.

That isn't a FF problem, you should contact the site where you got the video from and ask them why it happens in the video.

It doesn't matter what site I am on. If I watch videos on Facebook, or youtube or any other site. It happens on all of them.

ok so how about you provide a step by step what your doing so others can see if they can reproduce your errors to find out if this is Browser, Site or ISP created problem.
