Customizing Firefox icons to specific URL's

Hi, I have an environment which is running FF 52.3 on 32bit Win7. The current setup of FF is very much customised (by previous member of staff) so that the end user can only launch the URL defined within prefs.js. They cannot open a new tab or go to a different URL. The command they have is as follows

  “C:\Program Files\Mozilla Firefox\firefox.exe” -profile “C:\Program Files\Mozilla Firefox\profile1”

What I want to do is create a second icon, using same app, that will also only allow access to another specific URL. I have copied the 'profile1 folder and pasted contents into a new one called 'profile2'. Changed the URL in prefs.js, and also searched for any other references to 'profile1' and changed them to 'profile2'. The original (profile1) icon can be opened/closed as required, but when I close profile 1 and try and launch profile 2, I simply get the message "firefox is already running........" - even happens if I reboot the PC and go straight to launching profile 2 - image attached.

Can anyone advise why I am getting this message and also, the correct way (if different from what I am trying), to setup a second icon which just launches 1 specified URL.

Thanks

Delete parent.lock in the second profile.
