On an Ipad Sync notifications is on, and history sync'd from my windows desktop, but the bookmarks themselves did not.

I reset my password before doing this, but I am logged in on both devices

Try to disable Syncing. Than enable again Login and sign into your Firefox account.

Sync logins in Firefox for iOS
