As of 10-30-2019, whenever I try to visit a web site, Firefox for Android instead downloads an html file and sometimes gives me a message that it was unable to download a file. I'll then see an html file with an apparently random 8-character long name in my downloads.

I am using Android. It's on my phone. See the attached image for LastPass listed in my add-ons. In any case, Firefox stopped misbehaving on its own, so the situation is resolved.

I have not seen this behaviour myself. Do you have any add-ons installed in Firefox for Android? Can you supply a link where this issue is happening?

Installed add-ons are: Default 1.0 (Theme) Lastpass 4.17.1.7 NoScript 11.0.6 OpenH264 Video Codec 1.8.1 uBlock Origin 1.23.0

This bug happens to me with any site I visit.

I have tried to replicate this and have found that Lastpass is not currently available as an add-on for Firefox for Android.

Just to confirm, are you using Microsoft Windows, or the Android operating system?
