The above article suggests that when in the addressbook tab, the file menu should contain new \ createMailingList entry. However, perhaps this has been moved to some inaccessible toolbar or other inaccessible on-screen location because it no longer exists in the menu.
Hopefully this can be fixed. I know I'ved used this before in previous versions of thunderbird, so seems like a regression.

I've just upgraded to 91.8.0 in order to check the update was ok. It is still there, nothing has changed.
Do you see the 'Menu bar' toolbar - it offers 'File, Edit, View' etc ? If no press 'Alt' key to get a temp view. then use 'View' > 'Toolbars' and select 'Menu bar' to set permanent
'File' then offers 'New' > 'Mailing List'
Do you see the 'Address Book Toolbar' - if offers 'New contract', New List' Edit, Write etc? If no: View > toolbars > Select 'Address Book Toolbar' Then you can use the 'New List' button to create a new Mailing List.
Alternatively, you could right click on an Address Book (not 'All Address Books') in the left pane and select 'New List' and this auto puts the new mailing list into that selected address book.

Well, sorry, I messed up: my version is 99.0b2.
The only options I have in the file menu under "new" are: - message - event - task - folder - saved search - get new mail account - existing account - chat account - feed account - newsgroup account - addressbook contact - chat contact
I thought "addressbook contact" would allow me to do it, but there is no way to create a mailing list from any of the tabs in the addresssbook once I click "new addressbook contact".
The toolbars menu under view only has: - mail toolbar - menubar - folder pane toolbar - quick filterbar - spaces toolbar - status bar
I get the same choices in both file menu \ new and view menu \ toolbars regardless of whether the addressbook tab is open or not.
99 is old beta software and really if you are using a screen reader may not be the most appropriate product for you as it is not feature complete, so your screen reader might hiccup.
The current beta is V100, the release version is 91.8
The new address book is under construction so many features may not be visible at this time, and I can confirm that there is no mailing lists entry on the address book in a tab File menu, even on the daily developer build.

But those options are not in the Address Book. They are the menu options when you are using the general Thunderbird UI.

You are talking about the Address Book.

You have used the main Thunderbird 'New' > addressbook contact" which alows you to add a new contact to a selected address book. This has nothing to do with creating a mailing list or adding a contact to a mailing list.
You need to open the Address Book first via 'Tools' > 'Address Book'. See if that option is available to get access to the actual Address Book.

The file menu items I listed in my last message appear whether I'm in the addressbook or in the normal thunderbird mailbox view. Via screen reader anyhow, there is no difference.
Same with the view menu items I quoted.
Perhaps on screen the items change, but using a screen reader like NVDA (https://nvAccess.com) they do not change.
I open the addressbook either with the keyboard shortcut control+shift+b, or by activating the addressbook item in the tools menu. Both ways give me exactly same results. The items in the file menu stay exactly the same as they were in normal mailbox views.

That would be a huge problem. I do not have the beta, so have no idea what anything looks like - but Matt seems more up to speed.
