Website scroll option for sub webpage is not working (or) not appearing

I can't scroll down the webpage in a website as per the attachment or URL i have provided . In order to fill in the sub web page i don't find the scroll for it in order to fill in further details.I need to minimize by using zoom in option to reduce the size of the sub webpage. I tried some setting in about:config options a bit but of no use / tried some other options as well but of no use. would appreciate any experts could able to resolve the issues or any troubleshooting steps would be appreciated.

No problems here with scrolling the login form using its own scroll bar. Note that there are two scrollbars, one for the login form to the left of the scrollbar you use to scroll the page as you can see in my screenshot.
