when I click tools>options>privacy>privacy pane turns blue but,privacy panel doesn't appear,all other panels open except for privacy

That sort of behaviour is typically caused by an add-on. See Troubleshoot extensions, themes and hardware acceleration issues to solve common Firefox problems for how to locate which one is causing the issue.
