Why are frames rendered so badly

Websites that are using frames (boo!), like my bank (ING Netherlands) and my school, are impossible to scroll with. The surrounding frames are not resizing properly and scrolling won't work because the left and right toolbars will popup.

Can you give us more specific details? Like version of firefox, link for the websites and even more the phone used?
