I just had this problem! I am running version 15.0.1 on windows 7 64bit (that shouldn't matter but I just wanted to let you know)

What finally worked for me was going into File > Options > Advanced >click the encryption tab and un-check TLS 1.0 and keep SSL 3.0 checked.

Hopefully that works for you! I've attached a screenshot for further help if needed :)

Thank you for the suggestion. I made the suggested changes to my settings, but I continue to have same error message and cannot access google.com

Do a malware check with some malware scanning programs on the Windows computer.
You need to scan with all programs because each program detects different malware.
Make sure that you update each program to get the latest version of their databases before doing a scan.

You can also do a check for a rootkit infection with TDSSKiller.
