When I click the arrow in the middle of the page to activate plug in, it doesn't work. Opens to a blank page. I need to view the PDF immediately, such as statements and bank accounts.

Do you mean there is a placeholder with an icon that you have to click to get the Foxit plugin to do anything? Have you got plugins.click_to_play enabled in about:config? There are still issues with that setup in Firefox 16. I believe it is supposed to be fixed for Firefox 17.

Is that plugin enabled? You can check that in Tools > Add-ons > Plugins.

You shouldn't use click-to-play in current Firefox version because there are still to many issues with it and it doesn't work for all plugins.
That is the reason why it is disabled by default.

Set the Boolean pref plugins.click_to_play to false on the about:config page.
