Why do known good pop-ups show up behind my active window in Firefox instead of in front of the active window?

I use a web-based software called Blackbaud FAWeb and whenever I click to have a biographical information page show up for a student, the pop-up window shows up behind active window. I would like it to show up in front of the active window as it does in other Mac browsers.

Having more than one version of a program may cause issues. You must remove the older programs. Then get the current full installer.

Start Firefox in Safe Mode {web Link} by holding down the <Shift>
(Mac Options)
key, and then starting Firefox. Is the problem still there?

I tried it in safe mode and still had the same problem.

Has it always popped up in front before? When did it stop?

Are you using any kind of blocking programs?

Some added toolbar and anti-virus add-ons are known to cause Firefox issues. Disable All of them.

It's never popped up in front. I was hoping with newer and newer versions it would "fix" itself but it's had the same problem for 2 years now. Safari on the Mac works fine, just can't figure out why Firefox isn't doing it.

I would guess a public link to the page is out of the question?

Contact the system techs. Maybe they can come up with something.
