I'm not very savvy, so excuse me is I sound naive. My current email account is webmail via spectrum. My operating system is Windows 10. I had been set up to automatically download my email from Spectrum "Roadrunner" to MS Live mail. Live mail was more robust and easier to use than webmail. However a recent Windows 10 update messed things up. I can't use Live mail and and I cannot fix the problem. I would like to replace my Live mail with Thunderbird. Will that work? If so, what are the steps?

Export your WLM mail to eml files, create a subfolder of Local Folders in TB, then add the eml files by drag and drop from File Explorer to the subfolder.

For the contacts, export them to individual vCards (.vcf files), merge them into a single vcf file, then import the file to TB.

I found that there is now a new version of importexporttools version 10 that is just a few days old and works with Thunderbird 78.3.1
