Why can't I get a new tab to open when I click on new tab?

I have tried to click on a new tab and it won't open. I have tried to press ctrl-T and a new tab won't open. I have gone to File New Tab and it still will not open. And nothing seems to be turned off anywhere that I can see on the surface. A new tab will only come up if a link clicks to another site or if I move a new window into firefox.
