Save Logins and Sync Logins unchecks when I restart FF

When I shutdown FF, with the Save Logins and Sync Logins checked, when I restart FF, bot those options are UNchecked. I have reinstalled FF to barebones (no addons) and it still does it. I can't be the only one with this problem.

Note: Some software, like Advanced SystemCare with Surfing Protection, can protect files in the Firefox profile folder against changes. If you have such software then check the settings or uninstall this software.

I disabled my TrendMicro, and I don't have any of the other security programs installed. I refreshed Firefox, and it still refused to save my option to Save Passwords and sync Logins. I do not have a user.js file, but I do have a prefs.js file that does not seem to have an option regarding saving passwords and syncing logins.

Hi, see if any help here :

Try install this way  : uninstall Firefox. Then Delete the Mozilla Firefox Folders in C:\Program Files , C:\Program Files(x86) & C:\ProgramData Then restart system. Then run Windows Disk Cleanup. (Note: This should be Pinned and run Weekly, If never done below expect 10's of gig's) Then run it again and click the button that says Cleanup System Files. Note: your Firefox Profile is saved. But you should make a back up before you do :

Reinstall with Current Release Firefox 61.0.2 with a Full Version Installer
