You can check the about:config page for extensions.screenshots.* prefs to check if this feature is currently disabled.

  • extensions.screenshots.disabled

When you enable this feature then you should see the toolbar button appear immediately. --- You can open the about:config page via the location/address bar. You can accept the warning and click "I'll be careful" to continue.
