when i go on the browser yahoo comes up( its my homepage) and the toolbar at the bottom ( the one with the time, the start button etc.) is there but when i click anywhere it disapears. i am not in full screen i tried f11 but when i do that i go to full screen, press again and the toolbar is there for half a second

If you mean the Windows Taskbar is disappearing, then it sounds like it's set to auto-hide.

Move your mouse to the very bottom of the screen to make the taskbar pop-up. Right-click on a blank area on the taskbar. Click "Properties". Then untick "Auto-hide the taskbar", then "Ok". Now the taskbar should remain visible.

If "Auto-hide the taskbar" is already unticked... let us know, it may be something weirder.

You can right-click the Windows Task bar and open the Properties to change the Task Bar behavior.

My bottom bars are on the side, and I cannot move them back to the bottom of the screen. I checked properties, and there was nothing to indicate how to move them. Please help. On the side of the screen is unacceptable.

You should be able to drag the Windows Task bar back to its position at the bottom of the window.
It is best to lock this bar via the right-click context menu to prevent this from happening.
