DIAGNOSTIC to try to automatically open a URL with 1 addon at a time off
The first answer to any problem is "see if it occurs with addons turned off."
What a pain in the ass to try to find the one...
Create a function where you can tell FF to try to open a specified web page, and FF will do it repeatedly, turning off on addon at a time, showing you a nice list of statistics like how long it took to connect, scripts that ran & how long, etc; whatever might help the user recognize something wrong.

If you are asking about the possibility of Mozilla creating an automated diagnostic routine to "tell FF to try to open a specified web page, and FF will do it repeatedly, turning off on addon at a time, showing you a nice list of statistics like how long it took to connect, scripts that ran & how long, etc; whatever might help the user recognize something wrong." this isn't the place to make that request.
You can use the Feedback system for requests like that. https://input.mozilla.org/en-US/feedback
Or file a detailed Bug report as a Request for Enhancement. https://bugzilla.mozilla.org/
Have you tried using the built in developers tools for getting those statistics? https://developer.mozilla.org/en-US/docs/Tools

Your message is not clear. Is the problem that Firefox is opening a window / pop-up? What is in it?
The best way to disable all add-ons is to Start Firefox in Safe Mode {web link}
While you are in safe mode;
Type about:preferences in the address bar and press enter
Select Advanced > General. Look for and turn off Use Hardware Acceleration.
Poke around safe web sites. Are there any problems?
Then restart.
