Did you previously had any problems with the bookmarks or history when you decided to refresh Firefox?
Firefox would normally keep the bookmarks when you use the refresh feature in Firefox. If that wasn't working then there may already have been issues.
Do you get an error message like "unable to process the backup file"?
If there are any errors then check for problems with the places.sqlite database (bookmarks and history) in the Firefox profile folder.
- use "Verify Integrity" on the "Help -> Troubleshooting Information" (about:support) page

Did you find the bookmarkbackups folder in the "Old Firefox Data" folder on the desktop with the automatically created JSON backups?
You can restore a recent backup from this folder in the Bookmarks Manager (Library).
- Bookmarks -> Show All Bookmarks -> Import & Backup -> Restore

The name of an automatically created JSON bookmarks backup in the bookmarkbackups folder includes a total item count (folders and separators included) and an hash value to prevent saving the same backup more than once.
- bookmarks-YYYY-MM-DD_<item count>_<hash>.jsonlz4.
