I would like to reduce the 4 lines at the top to 3 by combining
The top toolbar, tabs, etc. take up too much space at the top of the browser. i would like to combine some so there are only 3 lines instead of 4, reduce the length of the URL window, move them around to suit me. Windows 7 Pro, Firefox Quantum 59.0.2 (64-bit)

Hi, you can drag a lot of things around in Customize mode - Customize Firefox controls, buttons and toolbars - also see Density at the bottom.
For anything else you need to userChrome.css see -

You can consider to move the "Bookmarks Toolbar Items" to the menu bar if you have that toolbar always visible. Then you can hide the empty Bookmarks Toolbar (View -> Toolbars). There is not much else that can be done to reduce the number of visible toolbars apart from reducing their height with code in userChrome.css.
