While this can't currently be done through Firefox policies, this option can easily be locked using Autoconfig instead, to lock the privacy.donottrackheader.enabled preference to true. See Customizing Firefox Using AutoConfig.

You would need to use the following line:

lockPref("privacy.donottrackheader.enabled", true);
