I have other Forum notes stating Logins can be Saved-Transferred to another Profile via -- logins.json -- and -- key4.db -- Files seen IN your Profile now.

Are you using a Primary Password as if you do not use it then Firefox asks for the Windows PIN or another way to authenticate ?

A possibility is to set the PP temporarily to be able to export the logins.
