cannot load file "ACPKCS211.DLL" to security device module and I cannot view my certs from a cac card reader. Tried to load the above file in security devices and it would not load. When I placed my id card into reader and tried to view my certs nothing was there,

Did you try the current Firefox 65.0 release?

Try to reinstall the ActivClient software to see if that detects Firefox.

Are you loading the correct 32/64 bit version of the CAC module?
